During the 2011 Asia Pacific Relief Summit in Tokyo, Japan, leaders of multi-sector actors from five different countries agreed to create a framework for action in times of disaster. These leaders became the founding members of a new organization called A-PAD. The establishment of A-PAD was announced at the 5th Asian Ministerial Conference on Disaster Risk Reduction in October 2012 in Yogyakarta, Indonesia. Subsequently, A-PAD National Platforms were established in Sri Lanka, Indonesia, Bangladesh, South Korea, Japan and the Philippines.
