Climate change and the global energy emergency are no longer distant threats—they are interconnected crises that directly affect livelihoods, businesses, and institutions. As global fuel markets continue to face disruptions and extreme weather events become more frequent, the Philippines remains among the world’s most disaster-prone countries, highlighting the urgent need for coordinated and resilient action.
To help address these growing challenges, A-PAD Philippines conducted the Learning Session on Navigating Compounded Risks on May 22, 2026, at Lotus Blu Hotel in Legazpi City, Albay. The learning session brought together representatives from government agencies, academic institutions, civil society organizations, and the private sector to strengthen their understanding of the interconnected impacts of climate change and energy insecurity.
The session featured expert presentations from Engr. Dan Dominic Triumfante of PAGASA, Ms. Joy Cerrafon of Negosyo Advocates and I.S.S.O. Inc., and Dr. Erwin Torres of Bicol University. Through their discussions, participants explored how climate and energy risks affect communities and organizations while identifying practical strategies to strengthen resilience, sustainability, and preparedness.
For many participants, the session provided practical insights that can be immediately translated into action.

To reinforce the learning, participants concluded the session by developing simple climate action campaigns that they can implement within their own institutions and communities.
The activity also emphasized a key takeaway: meaningful change does not always require large-scale interventions. Collective action, driven by many small but consistent efforts, can create lasting impact.
As participant Salvacion Altea of the Philippine Information Agency (PIA) Bicol shared, “Keep doing it because we cannot underestimate the power of one.”
Through initiatives like the Learning Session on Navigating Compounded Risks, A-PAD Philippines continues to strengthen partnerships and empower stakeholders to transform knowledge into action, building safer, more sustainable, and climate-resilient communities.
